Dr. Perry began her tenure with Rutgers University-Newark as the Associate Dean of Student Affairs for the College of Nursing where she coordinated recruitment, admissions, orientation, and commencement activities in addition to student services for graduate and undergraduate students in all nursing programs.
In 2008 she was recruited to serve as the Director of the FASN Honors College working with some of the campus’ most talented and brightest students. While at the Honors College Dr. Perry and her staff developed comprehensive co-curricular and experiential learning activities that include community service and special programming that develop a greater sense of community among the students and complemented the curriculum and course offerings.
In January 2015 Dr. Perry began her tenure with the Rutgers University Graduate School-Newark as the Associate Dean. In this role she is responsible for student services, recruitment, retention, community outreach and special programs and initiatives. Some of these initiatives include a summer research program for undergraduate students, focusing on STEM and social science research experiences.

She is currently a Delivery Principal for Dell Technologies, leading customer delivery for Government, Financial and Telcom IT Transformations.
She has been an Executive Consultant with Equitas Tech Partners and Greater Boston Consulting, serving as part of the leadership team in the development transformational services and value creation, both business and operations of Cloud Programs across various industries; such as Telecom, IT Industry, Automotive, Data, Satellite and Healthcare.
Alika has over two decades of experience as a Strategic Technology Leader, working with established global companies to develop, execute, deliver and risk manage large-scale complex business solutions. As a founding member of the Cloud Organization, she drove the PMO & Operation teams in the Cloud Division for Nokia formally Alcatel Lucent.
Alika is a proud member of Delta Sigma Theta Sorority Inc. She was the President of the Employee Business Partner at Nokia/Alcatel Lucent for Alliance of Black Lucent Employees (ABLE). In addition, Alika does public speaking around Women in Technology and Cloud for Universities, Conferences and Organizations. Alika has been an Adjunct Professor at Hampton University and New Jersey City University departments of Computer Science.
She continuously contributes to her local community in Jersey City by volunteering in local neighborhood initiatives. Alika founded the Robateau Legacy group and Friends of Gateway Park, seeking to revitalize a local inner-city sports park, by securing renovation grants as a member of the Jersey City Parks Coalition. Alika has organized numerous events for local children involving public safety officers from police and fire departments, seeking to build bridges and improve relationships between law enforcement and the local community, particularly young people. Through the Friends of Gateway Park initiative, Alika was instrumental in helping local youth find employment in Jersey City's summer internships.

Natalia Ioffe is an immigrant from Ukraine, living in the US since 1992. She is a product of Philadelphia public schools and has a degree in International Management from Pace University.

Natalia served on the parent council of Cornelia F. Bradford School in Jersey City, raising funds to support school needs and training new parent council teams in non-profit operations and understanding district policies.
Natalia's service to the local community included volunteering with various neighborhood groups. Since being elected to the JCBOE in 2021, Natalia has served as VP and President of the Board. Her priorities on the BOE have been to maintain a balanced yet fiscally responsible budget, minimizing the impact to the local taxpayers, and facilitating the successful formation of the Jersey City Public Schools non-profit Foundation to provide the school district with alternative sources of revenue.

In my role at the foundation, I am committed to using innovative technological solutions and strategic marketing to enhance the foundation’s mission, helping students and educators thrive. I believe in the power of education and technology to unlock opportunities, and I work diligently to ensure our initiatives are impactful and future-focused.
With 4 years of professional IT experience and a range of certifications, I’ve built a strong foundation in the tech world. Alongside my work with the foundation, I’ve also transitioned full-time into growing my own digital marketing and branding agency, helping businesses develop their digital presence and reach new heights.

Garth Naar

Provided strategic technical leadership, fiber optic installation, infrastructure design, and change management for state and local government, municipalities, and public safety management departments.

- Managed multimillion-dollar programs that assess, design, build and operationally support broadband infrastructure and Internet Service Provider (ISP) for local government and commercial entities.
- Installed hundreds of miles of aerial and underground fiber and splice into backbone.
- Designed, provided engineering, and installation inside plant fiber for large commercial and municipal buildings throughout New Jersey.
- Developed supporting documentation in AutoCAD, and KMZ for Google Earth.
